Executed evictions averaged about 21,022 a year in the last three pre-pandemic years (2017–2019). New York State's COVID-19 eviction moratorium then drove that number down to a near-total halt of just 268 in 2021. This report counts evictions physically executed by NYC Marshals. It does not count eviction case filings, court judgments, or "cash for keys" and other negotiated move-outs that never reach a Marshal — the real number of NYC households displaced by eviction pressure each year is larger than this dataset alone shows. A household counted here also does not tell us the underlying cause: nonpayment, a housing-code dispute, or a landlord-initiated holdover case all execute the same way once a warrant is issued.
Housing-code violations are a documented driver of nonpayment and holdover proceedings in NYC's older housing stock.
